GPS + GLONASS Capability on OEMV™ Receivers & RoHS Issues

NovAtel announced earlier this year that its new line of OEMV GPS receivers will be capable of tracking satellites from the growing Global Navigation Satellite System (GLONASS) constellation operated by the Russian government. Initial releases of the OEMV-2 and OEMV-3 models were available to customers by the end of spring and included optional dual-frequency GLONASS measurements. Future releases will include full position and Real-time Kinematic (RTK) options as well as a GLONASS enabled, single-frequency OEMV-1 model.

The OEMV receivers set a new standard in geo-location performance. In addition to GLONASS capability, the OEMV product line supports the L2C and L5 frequencies, and an expanded Application Programming Interface (API). NovAtel’s OEMV receivers are also designed to meet the European Union’s new Restriction of Hazardous Substances (RoHS) certificate requirements.

Along with exciting developments with Russian and other European agencies, NovAtel has also expanded operations in China. This has resulted in several compliance issues, RoHS certificate compatibility in particular, coming to light. The China RoHS scope differs from Europe’s in the following ways:

  • Many product types that are not within the scope of the EU RoHS are within the scope of the China RoHS and vice versa
  • The in-force date is different from the EU RoHS (March 1, 2007 vs. July 1, 2006)
  • The initial disclosure, declaration and exemption requirements for an RoHS certificate are different from the EU RoHS
  • Different labels and marks are required in the China RoHS
    • A label defines whether or not the products contain any of the six hazardous substances. It is only required if they are present
    • A table, in the product documentation, must identify which hazardous substances are contained and which component(s) they are present in
    • Packing material must be disclosed on the outside packaging
  • No channel stuffing is allowed in the China RoHS
  • Penalties for non-compliance are different from the EU RoHS as are the various responsibilities dictated by law – RoHS certificates from suppliers alone are not acceptable
  • More detailed materials testing is required in the China RoHS and is accepted only if performed by certified Chinese labs
